Monitoring Solution on a Women Prison

A regional women prison monitoring solution:

1. System demands analysis:

This prison mainly includes two buildings, eastern and western (3 layers, closed cubic structure with a square roof window, only one exit for each building). The positions needing surveillance are main gate, inner courtyard, intra-building passage and around enclosure. Prison requires high on monitoring data & device. Based on relevant rules, there are below requirements:
1) Monitoring system: record displaying, alarm recording, alarm linkage and video alarm
2) Anti-burglar system: alarm detecting in around & important places

2. Solution designment brief

2.1 Set up a complete, integrated, reliable and manageable system that centrally monitors and manages whole monitoring system, even can switch-in intelligent management system. As to prison, it is goal to set up fully intelligent system with science assistance. In whole weak current digitalization system, due to involved terms numerous, require construction party expresses prison management concept in system structure and system integration. This system is mainly composed by front-end camera, transmission, central control, and display and storage parts. Control center centrally manages video monitoring system and alarm system, meanwhile system, also as the command center, finishes various assignments and sets alarm sub-control so as to alarm or un-alarm. In stairs, layer 1 hall and rooms installs intelligent alarm detectors, alarming on beyond working period (or real needed period); once intruder appears, detector will be activated and alarm, transmits alarm signal to control center and guard room, send out acousto-optic warning, moreover, set sub-controller at gate guard room in order to real time record (need adding IR light at night). Thus greatly release burdens on managing people and enhance management level.
2.2 In control center, alarm system and digital monitoring devices reasonably matches, except realizing various alarm detection functions, meantime realizing various linkage functions after alarmed, e.g. start recording, open emergency light and open warning flashlight
2.3 In guard room, finish various alarm on/off operations by sub-controller, meantime view important pictures by monitor (optional).

4. System specific solution

Four corners of yards: install 4 all-weather PTZ cameras for monitoring around enclosure and inner yard.
Inner passage of women prison: install multiple (every other 20 meters) all-weather cameras and multiple sound pickup
Entrance & Exit of western area & eastern area: install 20 all-weather cameras, 2 dual technology detectors and 2 sound pickups.
Around courtyard: install 3-beam infrared alarm, multiple sound pickups
Each stairway (total 6 layers): install 6 IR cameras
Control center: install 2 DVRs, 2 17" flat CRT monitors, 2 all-weather cameras
Guard room: install 1 sub-control computer, connect to DVR sever with network cable (optional)

5. System features

• Higher compression skill: adopt currently best H.264 algorithm which is the new update on Mpeg-4 hardware compression skill, not only ensuring high definition picture but also maximally saving HD space.
• More task support functions: besides display, recording, search, playback, PTZ control and system setting, also add high speed dome control, electronic map, alarm signal remote transmission, keyboard blocking, network sound monitoring and IE browsing (video conference function is under making), which greatly enhances product added-value and meets user demands.

Picture display

• Support PAL/NTSC signal input
• Each channel reaches full real-time 25f/s (PAL) or 30f/s (NTSC)

• Single picture display, multi-picture display, multi channel cycling display, real time display (delay ≤0.1 second)
• Support privacy mask function (block picture not wanted displaying)
• Can continuously adjust brightness, contrast, saturation and hue
• Display each channel working status, e.g. continuous recording, motion detective recording, alarm linkage recording and only monitoring, as well as spare space information of HD

Audio capture

7.1 Server adopts IDRS-6000S series DVR, with H.264 compression, ensuring recording reaching max speed (i.e. 25f/s), but occupying less space and reaching higher definition. That more flexible in system function, simpler and more humanized in operation interface and more complete in network transmission function or sub-controller software, suiting present remote monitoring demands, has become typical product in monitoring market
